roms themselves are basically just image files of cartridge games like Pokemon emerald. and emulators are computer programs designed to play these kinds of images thus free games. Now if you do not legally own the game you may only keep it for a 24 hour trial period otherwise you can just keep it.

roms are also a great pasttime because they can be hacked and manipulated to be a completely different game-- and you dont need to learn any coding! if you want do this just download my rom hack pack from the download section. and just so you know you cannot sell your creations!! it is against the law! share them here, or at mxemu.com. so please enjoy your stay and live on roms and hacks!!!
